Risk reduction framework
Being able to reduce the risk of natural hazards, highly uncertain events with hardly any measurement being directly transformed into risk value, is a multi-actors' tasks. As for any complex project involving many actors it is more efficiently to set it in place using a robust framework.
After having established the roles, the responsabilities and the resources allocated (tasks of the risk governance) a cycle for the reduction of the risk (in order to get a resilient society) must be revolutionized. As the risk management is only one element of the complete cycle, we decide not using this term for the whole process. Three revolution of this cycle are necessary during :
- the initial risk assesment;
- the implementation of the mitigation project;
- the life of the project.
